Panel Discussion: Real Program Managers of the Federal Government

Abstract: This panel presentation will bring together seasoned program managers from across the federal government. They’ll highlight major programs they have worked on and how program management works in the federal government. We will highlight highly visible programs, and include a discussion of how deputy program managers (typically, contractors) work alongside federal PMs.  Robert will discuss how the EIA Project Management Office (PMO) took on Program Management responsibilities related to portfolio management, business process improvement, and talent management.

Biography: Robert McManmon is the Team Lead for the Project Management Office (PMO) at the Energy Information Administration (EIA) within the U.S. Department of Energy.  He helped build the EIA enterprise PMO from the ground up over a four year span to address agency challenges delivering on new initiatives.  He has presented on this topic with the Project Management Institute and Performance Institute.  Robert brought background experience in federal program evaluation, strategic planning, budgeting, and procurement to the role.  He has a Master’s in Public Policy from George Washington University and credentials of Project Management Professional (PMP), FAC-P/PM, Contract Officer Representative, and Lean Six Sigma.
