Abstract: Devised and constructed with sponsorship from the US Department of Energy at Arizona State University’s School of Sustainable Engineering and the Built Environment, the Integrated Program/Project Management Maturity and Environment Total Risk Rating (IP2M METRR) framework is designed to support communication among the many roles in project management, namely senior leadership, project managers, program planning and control and the customer.

This presentation introduces this novel framework, developed to measure both the maturity of a key project management practice, earned value management and the environment supporting it. It is a survey instrument composed of 56 attributes across ten subprocesses (e.g., organizing, scheduling) and 27 factors in four categories; namely, culture, people, practices, and resources. Project managers will increase their understanding of the role they play as well as that of senior management in ensuring the project management system is optimized for data-driven driven informed decision-making.

Biography: Barbara Phillips, an early adopter of the PMP (certified since 2001) is an established Senior Project Planning and Control Subject Matter Expert with 25+ years of experience in pursuit of intelligent and powerful solutions to project management’s greatest challenges. Her current assignment at NASA’s Office of the Chief Financial Officer (OCFO) is to perform surveillance at the many NASA centers and suppliers to ensure the project management systems are complying with a Standard for EVM. She enjoys implementing earned value management systems by developing processes, administering key tools (MS Project, Deltek Cobra, Encore Analytics Empower) and training key personnel. She’s long been a volunteer with the College of Performance Management (CPM) and is a certified IP2M METRR Facilitator.
