Presentation: Building a Capable Program/Project Management Workforce through Self-Organized Leadership!
Abstract: The USDA responded to the Program Management Improvement Accountability Act (PMIAA) by establishing the Mission Area Senior Program Manager (MASPM) role to support the Program Management Improvement Officer (PMIO) in executing OMB’s 5-year strategy. This led to the creation of a strong, collaborative network of USDA program and project managers working to address shared capability gaps, especially in training and development. Despite lacking dedicated funding, the USDA found innovative ways to provide training for program and project managers through volunteer efforts. Over the past few years, the USDA’s Program/Project Management Community of Practice (CoP) has grown, with significant contributions from the Forest Service and Marketing and Regulatory Programs.

Biography: Chola Richmond currently serves as a Program Analyst of the Risk Management Education Division for the Risk Management Agency, where she oversees outreach activities and the development and oversight of agreements established with external organizations to assist in risk mitigation. Prior to this role, she served as a Senior Risk Management Specialist, managing programs and providing procedural interpretation and training in risk management products in the insurance industry.
She is an alumnus of the Pennsylvania State University, where she received a Bachelor’s in Management, and is a member of the Project Management Institute with a certification as a Project Management Professional.
