Presentation 1: Panel: Misuse of Work Breakdown Structure (WBS) scheduled for May 4, 2017 from 1:15pm – 2:20pm

Abstract:  The Work Breakdown Structure (WBS) is a well-known tool for aiding in defining the total scope of any project, program, or portfolio.  Its use is considered the foundation for good management, the basis for collecting data, the means for defining and expressing the specific outcomes of a project – their end products and results, and ultimately the cornerstone for communicating with the stakeholders on a project, program or portfolio.

But what can go wrong in this process?  Why are work breakdown structures so hard to define and why does everyone have a different opinion of how they should be created – given their use is to identify the outcomes of the project?  What makes up a WBS and is it process oriented, product oriented, results oriented or does it reflect how the project is managed, developed or delivered?  Given the fluidity of these questions, is the 100% rule always required; and what happens when new technology and innovative concepts for creating, building, and delivering are infused into a project? Does that change the WBS? These and other topics of WBS use and misuse will be discussed at this session.


Presentation 2: Panel: Integrated Program and Project Management – A Strategic Approach scheduled for May 4, 2017 from 3:45 – 4:50

Abstract: The success of a program depends on how integrated the program is to strategic objectives. Integrated Program Management facilitates the planning, execution, and progress monitoring of a program to address all stakeholder concerns.  The aim of IPM is to select a set of proactive metrics that allow each stakeholder an ability to see progress in each of their respective areas against the objectives of the program. The ability to quickly assess program progress and adjust accordingly is critical to delivering product on time and within budget.

This workshop will provide an overview of IPM, will discuss how to translate strategic objectives to technical objectives to be used for program progress measurement, and will provide a few specific examples of how this was done from real world projects

Biography: Mr. Marcell has over sixteen (16) years of specialized experience in Project Management and Project Controls, including a wide variety of transportation and building construction programs, commercial and technical service integration, Manufacturing, Government, Software development, Integrated Logistics, and Research / Development programs. Mr. Marcell has designed and implemented tools, processes, and procedures for Project Cost Management and Earned Value Management Systems (EVMS) as the Program Planning and Controls Manager for a many organizations.
