Paper: Ranking Portfolio Management Maturity
Abstract: This paper is a continuation of the portfolio maturity model presented at the 2016 PM Symposium. In this paper, we will present:
- Our Implementation Scorecard, a tool designed to measure and rate the maturity of portfolio management programs against the model
- An updated maturity model
- Discussion of how we developed the scorecard
- Our experiences evaluating portfolio management processes across the at our organization
Important topics that emerged from the development of this scorecard and review of different portfolio management programs are:
- Scorecards are not easy to develop
- Programs can be evolved in one area and not in others
- Portfolio Management processes takes time to mature
- Engaging the correct stakeholders is key to getting accurate program information
- Process improvement and innovation takes a lot of communication and energy.
Paper: Performance Management Readiness: How to Assess Your Organization’s Foundation for Performance Management
Abstract: Many organizations create project teams to implement performance management processes and dashboards before they are ready. When is an organization actually ready to put meaningful metrics in place to assess performance and derive the promised benefits? This paper discusses the organizational-level performance management framework needed to implement a well-functioning measurement system and a method for assessing your organization’s foundation for performance management readiness.
The paper covers the role and importance of the following concepts in setting and assessing a foundation for a mature performance management framework for the organization:
- Executive commitment to improved organizational performance
- Priority setting for performance improvement
- Management buy-in for performance improvement
- Process readiness for managing and controlling scope, schedule, and budget
- Process readiness for managing resource assignments

Additionally, the paper covers the pre-conditions and processes used for an evaluation, and considerations for an organizational-level performance management implementation roadmap.
Biography: Susan Hostetter, PMP, is a project management professional with over twenty years experience with Federal Statistical programs. Ms. Hostetter has been instrumental in standing up and managing risk management, project management, portfolio management, strategic planning, and performance management processes for large survey and Census programs. She has a Master’s Degree in Management with a Project Management emphasis from the University of Maryland’s University College, a Master’s Certificate in Program Management from George Washington University and a Bachelor’s Degree in Business Administration from Mary Baldwin University.
