Paper and Presentation: Herding the Cats: Managing Infomation During Disaster Response

Abstract: The key to success on any disaster response program is the organization and information management utilized by project team. With a tremendous number of moving parts, this presentation will demonstrate how to use electronic work flows, electronic forms and automatic notifications to guide every step of a process. Using both good and bad examples from five Superstorm Sandy programs, this presentation will demonstrate how to effectively manage information in a high-volume process. These management information lessons are applicable to a variety of construction programs and projects as systems become more complicated and the demand on our management expertise increases.

Biography: Mr. Fink has more than 40 years of experience in the construction industry. He is a retired Lieutenant Colonel in the United States Army, serving more than 20 years with the US Army Corps of Engineers. His particular expertise with disaster recovery programs is understanding FEMA and HUD requirements and designing and implementing project management information systems to fit those requirements. Using both SharePoint and e-Builder, he has simplified the electronic form input for inspectors, contractors and homeowners, creating an efficient system to accumulate information and capture documents. He has coordinated, designed, and implemented numerous billion-dollar programs to include one that was awarded the New York City Mayor’s Technology Award in 2002.
