Abstract:

The U.S. government has prioritized the modernization of Federal information technology systems by leveraging increased use of emerging technology and shared services.

In order for agencies to meet these strategic goals in technological modernization, implementers must demonstrate how integration will streamline workflows for federal employees. Agencies that fail to organize teams properly around emerging technology will waste valuable resources and severely impede service delivery to vulnerable populations.

It is thus imperative for all agency modernization initiatives to follow a team organization model that will achieve workability and budgetary optimization in line with their mission. To achieve successful transformation, leaders must leverage enterprise-wide collaboration to build the proper infrastructure and complementary policies.

The following paper will guide leaders on how to build alignment on key initiatives within emerging technology including risk management, governance, and strategic communications. The framework will illustrate how teams can effectively manage and implement modernization transformations. The paper will provide enterprise leaders the capacity to apply these frameworks as they begin to organize their own teams around emerging technology.
