Presentation 2 of 2: Best Practices for Citizen Development Program and Project Management
Abstract: According to Gartner, “A citizen developer is a user who creates new business applications for consumption by others using development and runtime environments sanctioned by corporate IT. In the past, end-user application development has typically been limited to single-user or workgroup solutions built with tools like Microsoft Excel and Access. However, today, end users can build departmental, enterprise and even public applications using shared services, fourth-generation language (4GL)-style development platforms and cloud computing services.”
By 2023, half of all enterprises will be using no-code/low-code platforms to help citizen developers build an estimated 450 million apps. The no-code/low-code industry is estimated to be $21.2 billion in 2022.
The Project Management Institute (PMI) has created the Citizen Development Body of Knowledge which “contains best practices, tools and methodologies for incorporating citizen development in a safe and compliant manner.”
Dr. Bill Brantley, a citizen developer since the early 1990s when he built WordPerfect macros for use in a legal office, will discuss the history of citizen development and the current practices of citizen developers. He will tell the horror story of a citizen development project that imperiled an entire government office and how effective project management could have saved the day.
Dr. Brantley will describe a citizen development project management method that blends design thinking, stakeholder management, disciplined agile project management, cybersecurity practices, and knowledge management to unleash the innovative power of citizen development while properly documenting and securing the apps built by citizen developers.

Biography: Dr. Brantley is a scholar of leadership theory and development, organizational theory, project management, and communication theory. Along with a Ph.D. in Public Policy and Management, he has a Master’s in Political Management, an MBA in Project Management, and a Master’s in Education in Organizational Leadership, Performance, and Change.
Dr. Brantley holds over 50 certifications including four project management certifications, an agile coaching certification, five HR certifications, and a data scientist certification. He has completed over 100 hours of coaching training from the Neuroleadership Institute, the American Confidence Institute, emotional intelligence coaching, and the Global Team Coaching Institute. Dr. Brantley is an adjunct faculty member for the University of Louisville (20+ years) and the University of Maryland (7+ years).
He was recognized as a 2019 Emerging Training Leader by Training Magazine for my work in the Enterprise Training Division – specifically the recovery and redesign of the agency-wide Supervisor Certificate Program. The Emerging Training Leader is a national award given out annually to the top 25 training leaders in the industry, government, and the nonprofit sector. He is the author of The Persuasive Project Manager: Communicating for Understanding (2019) and Four Scenarios for the Future of the Federal Government: Collected Essays on Transforming Government (2019).
