Presentation 1 of 2: Risk and Urban Transportation Projects- A Case Study of Mumbai Monorail

Abstract: Transportation projects are impacted various risks which get compounded if the project is in an urban area. This paper studies this aspect through a case study approach. A global literature review was done to identify the risks associated with urban transportation projects and then a thorough study was conducted of the Mumbai Monorail project. The much-hyped Mumbai monorail project was the first monorail project in India, situated in the financial capital of the country-Mumbai. Mumbai Mono Rail was executed by Mumbai Metropolitan Region Development Authority (MMDRA) to provide a safe and affordable transportation system and also to reduce the traffic congestion on the roads. Due to various risks impacting the project, it has faced time delays and cost overruns. After several delays, the project started operation on 1st February 2014, however, due to several issues there has been a sharp decline in ridership and the monorail has come to a complete standstill since November 2017. Due to various risks in the project, it has not achieved the objective of resolving the transportation issue of that area and reducing the traffic on already overburdened roads of Mumbai. In the present scenario of fast-paced urbanization, this study is relevant for future planning and implementation of urban transportation projects.

Presentation 1 of 2: Operationalizing resilience for Srinagar Smart City

Abstract: Srinagar the winter capital of Jammu and Kashmir is currently being developed as a Smart City under the Smart City Mission of Government of India. The Smart Cities Mission launched in the year 2015 aims to develop hundred smart cities in India. The main object of this programme is to transform existing cities smart, sustainable and citizen friendly by means of urban development and retrofitting. However, the Smart Cities Mission lacks focus on incorporating resilience as a part of the development. Srinagar is vulnerable to disasters of all types, ranging from earthquakes, floods, landslides to political turmoil and terrorist attacks. The risk of disaster is compounded manifold due to presence of densely populated areas in the city, lack of planned development, stress on existing infrastructure, socio-economic imbalance including others. The focus of this study is to develop a holistic resilience maturity model for Srinagar Smart city which can be used to incorporate resilience in planning, development through a stage-wise maturity. A detailed analysis of the Smart City proposals of the cities was carried out and based on the same, a resilience maturity model was developed. Though only Srinagar Smart City studied, the resilience maturity model can be applicable for other parts of the country and other developing countries having similar smart cities.
