Paper and Presentation: Capabilities-Based Planning is the Foundation of Project Success
Abstract: Knowing what “done” looks like for any project for the Capabilities needed to accomplish a Mission or fulfill a Strategy is the starting point for project success. In the US Defense and Space domain, Capabilities-based Planning (CBP) has been in place for several years. It’s time to move this practice to broader domains.
This contribution will introduce the concept and the steps needed to identify the needed capabilities, the steps to be taken for successfully deploying CBP, and the units of measure defining success for the stakeholder.

Biography: Glen Alleman has 40 years’ experience as a Program Performance Management leader in aerospace, defense, electric utilities, oil and gas, pulp and paper, and enterprise IT. His current focus includes integrated program performance management for complex system of systems using risk informed Earned Value Management.
Glen is a frequent speaker at Project Management Institute conferences, National Defense Industry Association, and Australian Defence Force (ADF), Project and Program Management Symposiums on Program Performance Management, Risk Management, and Capabilities Based Planning topics.
Glen’s current engagement is developing and applying guidance to government agencies (NASA Proposal Cost and Schedule assessment, DOE Los Alamos National Laboratory, and DOD Digital Twin Program Performance Management processes) for applying continuous risk management to successfully manage cost, schedule and technical performance in the presence of uncertainty on complex system of systems.
